Online help is part of the user-interface, and one that's totally ignored
99.9% of the time by developers, even on systems (Windows, OS/2) that
support it as a standard and come with everything the user needs to
use it.
IMHO getting an online help standard is more important than the keyboard
shortcut discussion (hey, how many different programs do you _really_
use often enough to want the keyboard shortcuts... maybe 6 at most?) and
the top-when-clicked/don't-top-when-clicked discussion, which are both
stylistic concerns.
